PE/DOS下盘符下不能安装WIN98,提示如下,什么意思?

用 U 盘做了 PE启动盘，好用，系统重新用 Fdisk 做了分区了 ！将 WIN98 复制到了 PE U 盘里了！但是运行 WIN98 setup.exe 提示如下——please wait while setup initializessetup is now going to perform aroutine check on yoursystem To continue. press ENTER .
